Buying an apartment in Turkey is a fast and safe process with the right knowledge. This guide summarizes tapu, iskan, taxes and practical steps for diaspora and international investors.
Can foreigners buy property?
Yes. Citizens of many countries (including Germany) can buy real estate in Turkey. The transaction runs through the official Land Registry (TKGM).
With exceptions such as military zones and village farmland, purchasing a home is generally straightforward.
The tapu (title-deed) transfer
The tapu (title deed) transfer is carried out officially at the Land Registry Office with both buyer and seller (or their proxies) present.
Requirements include your passport, a tax number, proof of the deed-fee payment and, if needed, a sworn translator.
What is iskan and why does it matter?
The iskan (occupancy permit) is the official confirmation that a building is ready to occupy. Without it, setting up water/electricity and obtaining a residence address becomes harder.

Costs and taxes
Typical one-off and recurring costs:
- Deed fee (buyer): approx. 4% of the declared value
- DASK (mandatory earthquake insurance) — annual, low amount
- Home insurance — optional
- Building maintenance fee — monthly
Citizenship and residence permit
Real-estate investments above a certain value can open a path to Turkish citizenship; this threshold usually sits above the price range of our apartments.
Owning a lower-value property can still support a residence-permit application; ask our advisor for current conditions.
Payment and finance
Payments are usually made by bank transfer in EUR, USD or TRY. Some projects offer installment or deposit-based payment plans.
A bank account — openable without Turkish citizenship — is recommended for transfers.
